Subelements appear on story profile, and can be added to a story, even though they've been deleted

I'm seeing an odd behaviour in 2.0 where sub-elements appear in the list of sub-elements that are available to use in a story, but those same sub-elements don't show up in the Elements List, nor to they have a (active) template associated with them. My take is that these sub-elements have been deleted, but -- for some reason (a bug) -- continue to show up in the list of available sub-elements to add to a story, and -- worse -- can be added to a story.
